Put the entrance and electrical route on the first drawing
A battery proposal needs more than a rectangle for equipment. Ask for the permanent battery area, temporary work areas, delivery entrance and electrical route on the same drawing. Mark what you need to keep using, including shared access, existing buildings or other work on the property.
Identify who maintains every road along the route. The county road forms address county-maintained rights of way and easements; do not assume they cover a city street, state road or private driveway. Have the developer check the responsible authority and any separate process for each crossing.
Ask where the electrical line leaves your land, which other parcels it crosses and who will secure those rights. A county permit to work in a road is a different matter from permission to cross privately owned land.
For the equipment site, have the company identify the planning, construction, fire and environmental requirements that apply to the actual location and use. A county-road permit or flood review does not answer all of those questions.

Settle who builds, pays for and maintains the entrance
The county culvert page says a permit is required for culvert installations and that the applicant arranges the installation. Its posted application distinguishes county sizing, grading and establishing the flow line from the applicant’s construction work.
Before a company changes your entrance, ask who obtains the permit, who hires the contractor and who pays. The document also calls for county inspection after installation. Include that step in the company’s work plan rather than treating delivery of a culvert as a completed entrance.
Check whether widening an existing driveway affects drainage, fences, gates or access for uses you retain. Ask how your access stays open during work and which alternative is available if the entrance cannot be used.
The posted culvert document describes replacement responsibility and contains an owner-cost provision after its stated transition period. Do not assume future replacement is a county service. Have the developer and your adviser settle maintenance, repair and replacement costs for the project entrance throughout the agreement.
The applicant’s signature also accepts the permit’s conditions and a hold-harmless provision. Read the full document and clarify the signing role before anyone files it in your name. The land agreement should explain the company’s responsibilities if construction or an entrance problem damages your property.

Read the road-crossing conditions before granting electrical rights
The county utility-line page describes a permit requirement effective August 26, 2025. The linked application asks for the applicant, company, contractor, contact details and drawings showing the line work. Ask the developer to identify the actual applicant and line owner.
The permit document says it does not grant title or an easement in the county road. It also makes use subject to public travel and says the permit may not be assigned. Have the company explain what rights it has, which rights still need to be obtained and how a later change of project owner will be handled.
If the county changes the road and the line is affected, the document places relocation expense on the line owner. It also places repair costs for damage from the installation on that owner. Ask whether the agreement clearly keeps those costs with the project company rather than leaves you to resolve them later.
The conditions cover other permits, insurance, utility locations, traffic arrangements, restoration and a final inspection. Have the company confirm the current requirements and arrange the work. This guide does not provide the engineering instructions for a crossing.
A permitted crossing does not reserve electrical capacity or approve battery charging and discharging. Ask what utility or grid studies, upgrades and permissions remain, and when the company expects to know whether the connection is workable.

Angelina County’s flood development form asks about fill, changes to a natural waterway or drainage course, and nonresidential development. Have the company show grading, the entrance and electrical works when checking the project’s flood and drainage requirements.
The county emergency-management page links its floodplain resources. The posted order applies to special flood hazard areas within county jurisdiction. Ask the responsible authority to confirm the current mapping and review requirements for the parcel and route; the posted order’s older map references are not a current property finding.
The reviewed application provisions call for plans, dimensions and elevations, and descriptions of watercourse or drainage changes. Discuss where runoff goes, whether a raised pad or road changes water flow and what happens on land you retain or on neighboring property.
The order’s reviewed decision factors include ordinary and emergency access during flooding. Ask how people reach the site and your retained property when the route is wet or impassable. Equipment protection alone does not resolve access.
The county form warns that land outside an identified hazard area is not necessarily free of flooding. Use the current maps and appropriate site review together. Do not treat a map label or an exemption as a promise that batteries, roads or neighboring land cannot flood.
The linked permit checklist includes elevation and electrical-equipment review. Have qualified reviewers determine what applies to the battery design; a general form covering several flood zones is not a battery engineering checklist or permission to begin work.

Keep land rights and project responsibilities clear in the agreement
Road permits, flood review and private land rights solve different parts of the proposal. The reviewed county flood order says it does not remove existing easements, covenants or deed restrictions. Have the title and access rights checked before assuming the company can use the planned route.
If you want to offer only part of the land, make the boundary clear and include the rights outside it. A line, entrance, temporary staging area or drainage feature can affect acres beyond the battery fence.
Settle who handles applications, studies, deposits, road work, damage and ongoing maintenance. Read any county signing obligations alongside the land agreement, and ask your adviser whether the company’s promises cover the responsibilities you are being asked to accept.
Ask what happens if the layout changes, the connection is too costly or the project is sold. Discuss notice, new permissions and the return of unused land, rather than assume the original plan and company will remain unchanged.
Include removal and restoration in the early discussion. Ask which equipment, foundations, electrical works and roads will remain or be removed, who pays and what condition your land will be returned in. A crossing permit’s restoration terms are not a complete end-of-project plan.

Mention shared driveways, an existing culvert, drainage channels, flooding you have seen, known easements or other restrictions. You do not need to decide the engineering solution before asking about the property.
An initial inquiry does not require you to order county permit drawings, pay a deposit or sign a road application. It also does not authorize entry or commit you to an option, lease or sale. Any site visit or formal proposal would be a separate step.
If the property is worth investigating further, ask for a layout and a clear division of responsibilities before committing land. The location helps start that conversation; it does not guarantee that a battery project is feasible.

Does a county utility-line permit give the company an easement?
The posted permit document says it does not grant title or an easement in the county road. Have the company identify the separate land rights it needs for the complete electrical route.
Will the county construct the new battery entrance?
The culvert guidance distinguishes county sizing, grade and inspection from installation arranged by the applicant. Ask the company who will hire the contractor and pay for construction, maintenance and later replacement.
Who pays if a permitted line must move for county road work?
The reviewed utility-line conditions place relocation costs on the line owner when county road changes affect the line. Clarify who that owner is and how the company’s obligations are documented.
Does being outside the mapped floodplain mean the site cannot flood?
No. The county application warns that an exemption does not guarantee land outside the identified hazard area is flood-free. Have the current maps, drainage and access conditions reviewed for the actual layout.
Can the company begin work after receiving a road permit?
Have every applicable approval and private right confirmed first. The utility-line document requires other necessary permissions, and a road permit does not settle equipment approvals or electrical connection.
Can I keep using the rest of my property?
Show the area you want to retain and the access it needs. Review electrical lines, temporary work, drainage and entrances as well as the permanent battery area before agreeing to the rights granted.
Should I pay for county drawings before contacting Sunland?
No. Send the location, contact details and known constraints first. Formal applications, drawings, entry permission and a land agreement would be separate steps.
