Check the reviewing office before an application is filed
The county’s online engineering permit page tells applicants to check whether the address is inside city limits before submitting. Give the reviewing office the parcel and proposed location, not just a town name in the mailing address. Ask who handles the site and whether the entrance or cable route passes into another jurisdiction.
Have the developer list the applications it expects to make. Which office reviews the battery installation, the driveway, the utility work and the drainage? Which decisions are still needed? The county’s engineering categories describe particular kinds of work; they are not a complete battery-project approval checklist.
If the team says an approval is already in place, ask for the decision, conditions and drawing it covers. Compare the named applicant and site boundary with the proposal you received. An approval for another site, solar equipment or a different layout does not explain what can be built on your land.

Separate a floodplain answer from permission to do the work
Bell County lists both a floodplain determination application and a floodplain development application. Treat them as different questions: where the mapped hazard affects the property, and what review is required for the actual work. Ask the project team to explain which step it has completed and provide the resulting record.
The county’s floodplain page explains that filling land can change flooding and calls for engineering analysis of the effect. A proposal to raise the battery pad should therefore describe where the material goes, how drainage changes and who reviews it. Include the access road and construction areas in that discussion, rather than considering only the finished equipment pad.
Ask your engineer or the reviewing office what information is still missing. If the layout relies on filling an area or changing a channel, have the developer mark that work on the drawing. Do not authorize it through a broad site-access clause before your advisers understand the proposed work and responsibilities.

Follow the route from the road to the equipment
The county lists a driveway/access permit separately from utility installation. Its engineering FAQ directs driveway applicants to the permit process and distinguishes county-road questions from state-maintained-road questions. Confirm the road authority for the actual entrance before assuming one office can settle the access requirements.
Ask whether the current gate and culvert are suitable for the delivery vehicles. Would the team widen the entrance, move a fence, strengthen a crossing or use another part of your property to turn? Put those areas on the plan and identify who pays for design, construction and repairs.
Include access after construction. The route needed for maintenance or emergency response may differ from the temporary delivery route. Ask which parts remain available to you and how farm vehicles, tenants or other users will reach the land during the work.

Have the developer show the proposed cable or line from the battery compound to the connection point. Identify any road crossing, other owner’s land or separate easement. A line drawn to the edge of your property leaves important work unexplained.
Bell County’s engineering page includes a utility installation permit category. Ask the responsible office and project team whether that category applies to the work proposed. A local utility-work permit and the grid connection process answer different questions; neither should be presented as a substitute for the other.
Ask who secures third-party rights and what happens if a route cannot be obtained. Your agreement reviewer should check whether the developer can change the route, expand the requested area or extend the option while that work remains unresolved. You should be able to see which parts of your land are affected by each possible route.

Read a regional study for what it actually establishes
ERCOT’s 2024 Temple-area report includes XE Hermes Storage in Bell County in a generation-addition sensitivity table, separately from XE Hermes Solar. The table considers how listed projects could affect the study. It is historical planning context, not an individual permission to build or connect a battery on your property.
If a developer cites that report or another regional upgrade, ask for the documents specific to its proposed connection. What is the project reference, point of connection and present study stage? What work and costs remain? A regional project name does not establish that a new site can use the same connection.
Keep solar and battery proposals separate when reviewing documents. Ask whether the land agreement, electrical application and construction schedule cover both, or whether the battery has its own outstanding conditions. Similar project names are not enough to establish identical rights or approvals.

Assign the preparation, costs and timetable
Bell County’s land-development page says its office assists owners and developers but does not provide private survey or engineering services. Identify who hires the surveyor and engineer, prepares applications and answers review comments. Make sure the project team has included the work beyond the battery fence.
Keep a list of unresolved items alongside the option payment and expiry dates. A change to the driveway, drainage or electrical route may change the land requested or the time needed. Ask how you will receive a revised drawing and what your agreement says about extensions and additional rights.
Have your adviser review the cost obligations before you pay an invoice or authorize work. The county page says its engineering permit fees are non-refundable. Confirm the current fee and responsible party with the actual reviewing office; this guide does not quote a fee amount or determine which applications your proposal needs.
