Hunt County’s posted documents distinguish general county guidance from the Lake Tawakoni area and describe separate driveway and floodplain review. Before reserving your property, find out who would handle those reviews, pay for access work and protect the uses you want to keep.

Locate the property before relying on general county advice

A Greenville, Commerce or other mailing address does not by itself identify the rules for the tract. Send a parcel number or location pin and ask which authorities review the equipment area, entrance and any route outside it. A project may cross more than one jurisdiction even when the battery sits in one place.

The county’s May 2022 permitting summary distinguishes unincorporated land away from Lake Tawakoni from the area covered by lake zoning. It refers to a boundary measured from Sabine River Authority property. Have the current map and the actual tract checked; a rough distance from the shoreline is not a substitute.

Ask for the battery use classification and the remaining reviews in writing. The posted general summary discusses subdivision and engineering standards as well as driveway, floodplain and septic matters. Its statement about zoning outside the lake area does not settle all requirements for a battery development.

Start with a complete layout rather than the advertised equipment acreage. Include the road approach, temporary construction areas, drainage work and connection route. Then mark the parts of the property you want to continue farming, grazing, using for access or holding for another purpose.

If the lake-area rules apply, ask what each approval covers

Hunt County posts a separate Lake Tawakoni commercial permit application. It asks for the project description, zoning, owner and contractor information and includes separate departmental approval fields. Confirm the correct application and use classification for the proposed battery before treating this general form as the required process.

The lake application distinguishes an approved site plan, permit issuance and final approval. It also warns that granting a permit does not cancel other applicable requirements. Ask which stage the developer has reached and request the actual record supporting the answer.

Read the certification before signing an application as the owner or applicant. Identify who prepares the plans, verifies their accuracy, handles changes and responds if an approval expires before work begins. Your lease and development paperwork should say who carries those responsibilities.

Keep the proposed schedule realistic. Ask what must happen before construction, what inspections are needed and how unfinished reviews affect the option period. Do not let a general statement that the project is “permitted” replace a list of completed and outstanding decisions.

Have the proposed entrance checked before ordering a culvert

The county’s permitting summary directs new-driveway culvert applications to the Commissioners’ Office. The posted form, updated in July 2025, asks for the road name or number and a clear description of the entrance location. A usable entrance is a separate question from whether the battery equipment fits inside the fence.

The form describes marking the location for a county sizing inspection, installation by the owner’s contractor and a completion inspection. It places responsibility for correcting an improper installation on the owner or applicant. Ask the developer who will apply, arrange inspections, supervise the work and pay for any correction.

Read the current form alongside the older road policy. They differ in their descriptions of acceptable culvert materials. Have the reviewer confirm the specification for your entrance before anyone purchases materials or begins work. This guide does not prescribe a culvert size, material or inspection deadline for your site.

Show the proposed deliveries and turning movements as well as the driveway itself. Ask whether equipment trucks can enter without damaging the crossing or blocking traffic. Include emergency access and access to your remaining land in the layout, then settle responsibility for repairs in your agreement.

Find out who maintains the approach road and pays for upgrades

A road serving your property is not automatically maintained by Hunt County. The posted road policy distinguishes roads accepted as county roads from private roads and addresses road sections adjoining city boundaries. Ask who is responsible for the actual delivery route and obtain the current confirmation.

The policy describes situations where an upgrade involves owner-funded materials and additional right-of-way, with an estimate and Commissioners Court consideration. Do not assume the county will improve a road at public expense because a developer needs heavier equipment access.

If the project needs an upgrade, request a drawing and a written allocation of costs. Ask whether land would be conveyed or an easement granted, who pays for engineering and construction, and what happens if the battery project stops after the road work begins. Review any right-of-way document separately from the equipment lease.

The road policy is dated and should be checked for current amendments. Its discussion of county maintenance also does not establish your private right to cross a neighbor’s property. Existing access deeds, easements and any new route rights need their own review.

Review drainage and private restrictions alongside the battery layout

The May 2022 summary describes a development-permit step for property containing floodplain before certain address or septic approvals. Have the current flood information and proposed work reviewed for the whole tract, including the entrance and route. Do not judge the issue only by whether the equipment pad looks dry.

Tell the developer where runoff collects, where crossings become impassable and whether nearby land drains through your property. Ask who prepares the drainage plans and pays for any work needed to keep access usable. Confirm current floodplain requirements with the responsible reviewer rather than applying a general summary as a site-specific determination.

The county summary says it will not investigate private easements or deed restrictions for an owner. Provide the relevant records for review, including access rights, utility easements and restrictions affecting the proposed use. County paperwork and your private property rights answer different questions.

An available road or a nearby power line does not establish an available electrical connection. Ask for the proposed connection point, studies, upgrade costs and route rights. Put the unfinished work beside the option deadline and payment terms so you understand how long the land could be reserved.

Questions landowners ask

Does a statement that Hunt County has no zoning mean a battery needs no review?

No. The posted summary distinguishes the lake zoning area and discusses other development matters. Confirm the actual jurisdiction, battery classification and required reviews for the tract.

How do I know whether the Lake Tawakoni rules cover my property?

Have the current boundary map and your parcel checked. The county summary refers to the Sabine River Authority property boundary; a mailing address or rough shoreline distance is not enough.

Can the developer use my existing driveway without checking it?

Ask for confirmation based on the proposed traffic and work. The county posts a culvert permit process for new entrances, and an existing crossing may still need evaluation for equipment deliveries.

Why do the culvert form and road policy say different things?

They were issued at different times. The July 2025 form and older road policy describe materials differently. Get the current specification for the actual entrance before buying or installing anything.

Will the county pay for a better road to the battery site?

Do not assume so. The posted policy describes owner-funded upgrades and right-of-way in some circumstances. Ask for the current decision and agree with the developer who would pay each cost.

Does county review clear private easements and deed restrictions?

No. The county’s general summary says it will not investigate those private matters for owners. Have the relevant title, easement and restriction records reviewed separately.
