Match the proposed work to the right reviewing authority
If you are considering battery storage near Eagle Pass, begin with a parcel number or clear property location. Show where the equipment, entrance and electrical route would go. An Eagle Pass mailing address does not establish that every part of the proposal is reviewed by the city.

Understand what a zoning letter can tell you
The city’s posted zoning-verification form asks for the parcel identification number, location and legal description. It also identifies the applicant and the person who should receive the letter. If a developer requests a letter, ask to receive a copy and check that it concerns the correct property.
The form says zoning verification does not include code-violation or compliance information, or a certificate of occupancy. Those records are requested separately. A zoning letter should therefore be read for what it actually confirms, rather than treated as proof that every development issue is resolved.
Ask how the proposed battery use is classified and whether it calls for an additional decision. Look at the land beyond the battery enclosure
The equipment area may not be the full area affected by the project. Ask for a drawing that includes construction staging, the entrance, utility routes, drainage features and land needed for later maintenance. Mark the areas you expect to keep using.
The posted commercial guide calls for a site plan showing boundaries, rights-of-way, easements, building lines, driveways and adjacent zoning. It also raises floodplain and floodway information in and next to the development. These items help explain why a sketch showing only a fenced battery area can leave important questions unanswered.
The guide addresses screening, lighting, fire access and existing or proposed utility locations. Ask which current standards apply to the actual equipment and nearby uses. A general commercial drawing or an illustration of another battery site is not a design determination for your property.
If only part of your tract is involved, compare the proposed access and utility rights with your remaining fields, buildings and future plans. Settle who pays for surveys and any required review. A permit drawing and the private rights you grant should describe the same arrangement.

Drainage work may need land beyond the battery enclosure. Ask the developer to show that area and explain responsibility for the outlet, maintenance access and repairs.
The guide also discusses restoring vegetation before permit closeout and landscaping arrangements. Find out who establishes and maintains vegetation, who supplies any needed water and who corrects failed restoration. Construction cleanup, ongoing drainage maintenance and removal at the end of a lease are different responsibilities.
Have the engineer and reviewing authority confirm current standards for the actual proposal. The posted guide contains code and design references, but those references should not become assumed battery setbacks, storm criteria or construction specifications without project review.

Know what you authorize and which approvals remain
The city’s posted floodplain application separates the applicant, landowner and contractor. Its applicant signature certifies that the proposed work is authorized by the owner and that the applicant can act as the owner’s agent. Before allowing a company to make that certification, review the work and the scope of the authority you would give.
The form asks for a project description and an exact site plan, with additional flood information where applicable. It distinguishes application review, supporting documents, approval and permit issuance, and includes a place to identify other required permits. A filed application is one step; ask what decisions are still needed before work can proceed.
For any claim that existing protective works make the site suitable, request the supporting evidence for the actual location. The posted form asks for documentation of protection where applicable. A historic flood study, a nearby improvement or an empty field does not establish current flood conditions for your tract.
The battery connection needs its own evidence too: the provider, connection point, studies, upgrades and route rights. Put remaining approvals and connection work beside the option term, extension payments and rent start date.
